The central will be the deciding factor in a connection parameter or MTU negotiation, so if the central doesn't support conn intervals or gap event lengths down to 7.5 ms you won't be able to set those parameters from the peripheral side.

Hi,

So I've read through the throughput part. The form mentioned GATT client and GATT server while demonstrating transaction speed. Do they stand for BLE central and peripheral. If so, since my devices are BLE peripheral, I need to set ATT MTU size to 23 and gap event length to 7.5(which means conn interval should be 7.5 as well).

Do I need to adjust such parameters on central side as well?

Read the softdevice specification document (SDS) for your softdevice.

There is a chapter that documents thoughput, and also the radio settings. With a low conn interval, you don't have enough time for 250 data bytes IIRC. Thus you need a longer interval for max throughput.
