I believe it to be a SIM issue from the providers, have you tested AT client sample with all of the SIM's?

Modem firmware is 1.3.1, working with custom hardware but there doesn't appear to be any issue on the hardware side of things.

I've checked the GSMA coverage map, I'm in Washington, DC and LTE-M and NB-IOT are both available. Being able to xping Google suggests the modem is already connected and registered w/ cell. Shows registered, roaming.

Hi,

What modem firmware are you using? Are you using one of our DK's or custom HW?

Have you contacted the SIM providers to see if they do provide the correct service in your area. Have you tested the SIM cards on more than on device?
Check the GSMA coverage map to see what providers are supported in your area.
