I do not know which Bluetooth tools are good to use if working with windows. So you could search the inernet for alternatives.

Alternatively, you could still connect a Developement Kit to your computer and do as I suggested in:

I would say that this is the easiest way.

If you PC have Bluetooth capabilities, you could use that instead. For this we do supply tools, but there should be generic tools for it, such as BlueZ for Linux.
