I don't know why it happends, I don't know Android's implementation, but this is the behaviour when using the the API.

Thank you. So what causes this situation of these devices? The android rom? or bluetooth module inside these devices?

As it says in the information when you press continuous scanning:

Some devices, f.e. Nexus 4 or Nexus 7, notifies about connectable peripherals (where SCAN REQUEST and SCAN RESPONSE) are used) only once per scan. With continuous mode disabled the scanner will stop and start scanning again every 2 seconds to get RSSI values from those devices. Please note that it is not possible to estimate the advertising interval in such case.

So you need an app that stops and starts scanning again more frequently than 2 seconds.

it works partly when scanning every 2 seconds. But I need to receive at least 20 packets per second . 2 seconds interval is too slow for me .

Does it help if you disable continuous scanning?

scanning period = 1min, continuous scanning enabled, scanning api= Android 5+, scanning mode = low latency

What settings are you using in nRF Master Control Panel? Settings->Scanner

It continues advertising, I am sure, since the LED keeps flashing and I can find the beacon again if I refresh device list in Nordic Master Control Panel

Could you perhaps edit your question with a code snippet, showing what parameters you are giving to adv_start()? To me it sounds like the device simply stops advertising for some reason, possibly because someone connects to it - or the timeout is hit.
