&lt;p&gt;From my understanding, you are simulating this poor signal condition and expect the nRF9160 Modem could shut down itself?&lt;/p&gt;
&lt;p&gt;If this is your need, you can do this on your application logic. Keep monitoring signal quality, shut down/turn on the modem according to a threshold.&lt;/p&gt;
&lt;p&gt;I am not sure if I understand your request. Just give you some comments and we can continue the discussion if you need.&lt;/p&gt;
