In the first place, I recommend you get in touch with your IT department asking them to remove the necessary restrictions. We are unfortunately not able to provide support for environments that do not fulfil our requirements.

I think the problem lies with the restrictions my administrator has placed on downloading files, my pc is unable to download the "pc-nrfconnect-toolchain-manager-1.0.0.tgz" file. I can download this file on another pc and move it onto my pc that way, but is there a way to then install the module and integrate it into nrf connect?

Have you already tried to uninstall and completely remove nRF Connect for Desktop, followed by a new installation?
