Please read the section called "Recover after an accidental UICR erase" in the Dongle Programming tutorial and see if the steps there help you to get back to normal operation. If the UICR and bootloader has been erased you won't be able to discover it as a bootloader/ USB device at all since the flash device is "empty".

I use nrf connect for desktop->programer,but can't be recognized.and can't see any devices in "device Manager "either.

I assume what has happened is an accidental UICR erase. How to recover from that is also described towards the bottom of the Dongle Programming tutorial I linked to.

when plug into PC,all LEDs are off，no any reaction。

I want to restore factory Settings. How do I do that?

When you plug the Dongle into the computer, how does the LEDs act on the Dongle? You should be able to put it back into "bootloader mode" so that it is discoverable by the computer by pressing the side mounted button next to the white top mounted one. After pressing this button, the Dongle should show a red pulsing LED indicating it's in bootloader mode, and it should be discoverable in nRF Connect.
