I am happy to report that you no longer need to be given explicit access to download the LC3 codec, it has been made public and can be found here:
https://github.com/nrfconnect/sdk-nrfxlib/tree/main/lc3

Could you confirm that you have requested and got approved for access to the sdk-lc3 repository?
You will need this access before you can download the repository.
Could you also confirm which version of NCS you are working with?

If you have not already requested access to the LC3 repository you will need to reach out to your Regional Sales Manager (RSM) to arrange this. If you do not know who your RSM is, please send me a direct message with your location so that I may provide you with their contact information.
