&lt;p&gt;I think that pin should be connected to VDD on the target. What voltage do you measure on pin 1 of P19 header?&lt;/p&gt;
&lt;p&gt;Have you soldered a 10 pin J-tag header on the back of the Dongle? Which pins are you using to connect to the dongle from the DK?&lt;/p&gt;

&lt;p&gt;&lt;em&gt;&lt;strong&gt;The voltage supported by external debugging/programming is VDD voltage. Normally, this is 3 V when running from USB. But if the onboard&amp;nbsp;&lt;span&gt;nRF5340&lt;/span&gt;&amp;nbsp;SoC is supplied from either USB or lithium-ion (Li-ion) and the nRF power source switch (&lt;span&gt;SW9&lt;/span&gt;) is in either&amp;nbsp;&lt;span&gt;Li-Po&lt;/span&gt;&amp;nbsp;or&amp;nbsp;&lt;span&gt;USB&lt;/span&gt;&amp;nbsp;position, then the VDD can be set by the&amp;nbsp;&lt;span&gt;nRF5340&lt;/span&gt;&amp;nbsp;firmware. Make sure the voltage level of the external board matches the VDD of the&amp;nbsp;&lt;span&gt;nRF5340 DK&lt;/span&gt;.&lt;/strong&gt;&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;Can you verify that the VDD on the nRF5340 and the Dongle is the same?&amp;nbsp;&lt;/p&gt;

&lt;li&gt;You can use nrfjprog --program &amp;lt;HEX&amp;gt; --sectorerase . This will erase only the programmed area in the flash.&lt;/li&gt;
&lt;li&gt;What voltage do you measure on the VDD pin on the Dongle when you try to program it?&lt;/li&gt;
