Hi,

Zara is right. The only way to transfer data via BLE without connections is with advertising, and that only lets you transfer small amounts of data from the peripheral to the central, and not the other way around. (This is a general Bluetooth LE concept and not specific to Nordic). If you are new to Bluetooth LE development I suggest spending a bit of time with the basics first, and for that I suggest The Bluetooth® Low Energy Primer.

Per our understanding, it cannot operate Bluetooth service without connection.
