You can use S130 softdevice and its multilink example is best suited for you. This is the infocenter link

From the SDS of S130 , you have this

  Concurrent Central, Observer, Peripheral and Broadcaster roles
  3 central connections
  1 peripheral connection
  1 observer
  1 broadcaster

You can start with the central multilink example which connects to multiple peripherals, you can modify it to include peripheral capabilities.
