This is because the device can only enter <span><a title="Emulated System OFF mode" href="https://infocenter.nordicsemi.com/topic/com.nordic.infocenter.nrf52832.ps.v1.1/power.html?cp=4_2_0_17_1_0#unique_1150026639">Emulated System OFF</a> </span><span>in this mode.
