&lt;p&gt;My impression is that all PC&amp;#39;s, phones, tablets etc sold the recent years do support Bluetooth Low Energy. As an example most of the wireless mice and keyboards sold the last few years can be used&amp;nbsp;without any dongle of sort. I don&amp;#39;t think I have seen any product&amp;nbsp;that don&amp;#39;t support Bluetooth 4 (=BLE) or higher in later years. So I would claim everyone support BLE these days.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;In terms of how to interface and communicate with a peripheral device from Windows/MacOS enabled product, then you will need to refer to their documentation. Many BLE enabled products support a profile that is supported by the OS without any need for an app of any kind, so if you plan to make your own proprietarty application you will need to refer to&amp;nbsp;the OS&amp;nbsp;specific api documentatio for BLE.&lt;/p&gt;
