Hello,

What version of the nRF Connect SDK are you working on? I've just tested the OpenThread CLI sample on my side. It is important to configure the dongle with USB overlay, as described under Serial Transport. It isn't very clearly stated that the Dongle does not have UART and will need USB transport in order to function.
