Sorry, I posted the wiki-link showing the capabilities. Segger has a wide variety of debuggers available.

Thank you for the response, I looked up the Segger debugger as you suggested and I found out that it has been suspended/discontinued.

1. Are there any other alternatives that you might know of?

2. Could I use a USB to TTL programmer like CP21xxx family?

I am not quite certain what you're after, but if it is a Cortex M33 capable debugger you're after, I can recommend that you check out Segger JLink:
