I switched boards and did a clean build. I am now getting satisfactory results calling pm_device_action_run for I2C1. It seems that it was a hardware issue.

In file C:\ncs\v2.0.0\zephyr\subsys\pm\device.c

pm_device_action_run calls pm_device_state_is_locked which calls atomic_test_bit

atomic_test_bit is defined in C:\ncs\v2.0.0\zephyr\include\zephyr\sys\atomic.h

In what file is atomic_test_bit(&pm->flags, PM_DEVICE_FLAG_STATE_LOCKED); called?
