Hi,
The video you saw was from 3 years ago and the user was using nRF5 SDK.
The user was modifying the ble_app_uart to use USBD to make a virtual COM port. You can do the same but you need to modify the example.
I would strongly suggest you to get started with a Dev Kit instead. You will save a lot of time.

Could you explain how did you test UART feature with the dongle ?
I don't think the peripheral_uart would create a virtual COM port from the USB interface.

If you are getting started with Nordic I would suggest to get hold of a nRF52 Development Kit instead of continue on the dongle. The dongle is not made as a development platform but as the hardware backend for nRF Connect Desktop app, and the sniffer.
