Yes, it's same SIM card.

I tried modem firmware v1.2.3 but it's still failing for getaddrinfo with -11.

Did you use the same SIM card as before? Have you tried the 1.2.3 firmware on the newer DK?

I found a pretty old nRF9160-DK(hardware version: 0.8.3, NRF9160_SICA_BA) and it works though.
Its modem firmware version:

AT+CGMR
mfw_nrf9160_1.2.3

Hopefully it might be helpful for someone to figure out the reason.
