yes, "zb_secur_ic_set" need to be called at each startup to set ic device, with data save in flash by means

I tried again, and found some strange results. To me, it seems like the zb_secur_ic_set that gets called if we use the bdb ic set command in the CLI agent example (for a joining device) is in fact stored in flash, however the bdb ic add (that is set for a coordinator) does not seem to be stored in flash and needs to be called if the coordinator is reset.

Please test and see if you can see the same behavior.

I have tried the Zigbee CLI agent example project and I am not agree with you.
By default, in the example, the ic policy is disable, so may be you have forgot to enable this onto the coordinator, but for me it's not work.

It 's necessary to call "zb_secur_ic_set" at each startup of the router device.

Just to make sure I tested this on my end with the Zigbee CLI agent example project, and yes, the install code is set and stored in the flash memory. As I was able to write the install code to one device (router), turn it off, write it onto the coordinator. Then turn the router back on and connect to the coordinator.
