From the team:

It's limited by the HCI specification. In order to be compliant with this we have not implemented this feature in NCSDK. This cannot be implemented by the customer because they don't have the source code for the softdevice-controller.

Thank you, Amanda. Is this limitation at the hardware level? Or is it within Zephyr, or elsewhere in software, such that it might be overcome with sufficient effort and knowledge? I just want to make sure I understand and can report accurate facts to colleagues who have inquired about this.

Unfortunately, it is not possible to scan on a single channel in NCS.
