It was an app called Near Lock and I've now submitted a bug report.

Thank you so much, the last tip was the solution :-) We've gone through all active programs on my collegues Mac and it turned out to be a program called Near Lock. I'll file a bug report with them.

Only thing I could think of is perhaps you have an application running that connects to the device. May be a background app. The OS X itself does not connect to ble device automatically unless it's an hid device such as mouse or keyboard.

Yes, there was nothing in the system preferences. I've attached a log from the sniffer (I've crossed out some packets that come from other devices). It reconnected when I disconnected it.

That is a strange behaviour. I work with OSX everyday, never have this issue even with EI Captain. Have you look in system preference/bluetooth ? Does it reconnect automatically when you disconnect it?

No, it has not paired. It's not in the list of Bluetooth devices under settings. It's only in the dropdown menu when you click in the status bar and the only option is to disconnect. It stays connected to my device eben that I do not respond to its messages, apparently it has no timeout. I'll ask in the bluetooth dev mailing list from apple if they've changed anything with El Capitain.

Probably your mac has paired with your device. Go to bluetooth settings to unpair your device.
