Using the DTM example for pca10040 from SDK v17.0.2 helped fix the issue I was seeing above.

The error likely indicates that the tool you are using requires new features from Bluetooth 5.2 (likely LE Power Control).
Meanwhile, the SoftDevices used in nRF5 SDK versions are only Bluetooth 5.1 compliant, likely missing what the tool requires.

On other note, nRF5 SDK v15.0.0 is pretty old, and is not recommended for new development. As you likely have just started experimenting with DTM, I recommend you use the DTM sample from the nRF Connect SDK.
The nRF5 SDK is in maintenance mode, and the nRF Connect SDK is the SDK we are actively developing on.
The newest release version of the nRF Connect SDK, as of the time of writing, is v2.2.0, fully supports Bluetooth 5.3.
The DTM sample in several recent versions supports testing with another development kit, or with an UI interface in our nRF Connect for Desktop application.
This should be comparable to what you are trying to achieve.

If you have a strong reason to use the nRF5 SDK instead, I recommend you use the newest version, v17.1.0.
I checked and the UI interface in the nRF Connect for Desktop app is compatible with the DTM example in this SDK version.
