Does it have some commands to change bitrate directly for "Long range"?

"Long range" means that the on-air bitrate is 125kbps instead of 1Mbps, reducing the on-air bitrate directly improve signal to noise ratio, and thereby increase range.

"Feature rich" is just a marketing word to say that the softdevice have many features, for an exact overview of the features I suggest to check the documentation for the softdevice you want to use, for instance for the S140:
