Ok, if you read Matter over Thread: Configuring Border Router and controller on one device — nRF Connect SDK 2.4.0 documentation (nordicsemi.com), I would say there is no connection through other protocols like(IPv6 through wifi or ethernet) needed since it is the same device with two roles inside, the communication is internally between this two roles.

Hi Varun,

Do you mean a Matter Controller and a Matter device on the same device? I guess this is not very common, even if it happens the device just has two separate roles.

The connection between the two roles will still be IPv6 and BLE for commissioning. You can read about the following page to learn the details.

Very late update: I have solved the problem since quite some time ago. And simply forgot to update it here.

The error "CHIP:BLE: No adapter available for new connection establishment" was simply that. The fact that my Computer using WSL does not have access to the physical Bluetooth Adapter of the PC. And also running CHIP-tool on a Virtual Machine gave the same error. Because Virtualbox has a hard time to get access to the integrated Bluetooth adapter in the PC.

I ended up running CHIP-tool on a regular Computer using Ubuntu - Linux. And using that PC's Bluetooth Adapter directly worked.

So the lesson here is that CHIP-tool should be run on a native Linux system, and not on some Virtual Machine or WSL.

There are also other issues that can happen during the commissioning process. If you are connected to an Office Wi-Fi where certain ports or types of traffic is suspended, then CHIP-tool won't be able to find the Thread Network.

And that was the case for me. So I ended up hotspoting to my Phone and that worked, but it was very unstable. And if CHIP-tool loses connection to the Thread Network for just a second, then the entire thing breaks down and all devices need to be re-commissioned again.

So I would recommend using a Home network that has no restrictions when running CHIP-tool. And also keep in mind that CHIP-tool is very unstable, while OTBR (the Thread Network) seems to work fine and can remember the states even if you lose connection or if you turn off the Border Router.

So TLDR:
Use a home Wi-Fi

Use a native Linux system without any workarounds

Keep in mind that CHIP-tool is "not so good" :)

Ok, did you go through the whole installation process with mobile phone wifi as the host? The issue is that the office network could block some library sources when you set up OTBR on RPI, so they are not installed.

Another option is that you can test with commercial smart home hubs like Apple Homepod Mini, Google next hub and so on, many of them have started to support Matter devices.

Hey Charlie, I'm also getting same error as Willian got and I tried using my phone as a Wi-Fi host but the error still remains same.

So could you please suggest any other way ?

Update 3: The only suspicious part of the logs from the commissioning command in CHIP Tool that I can find is this failure with fetching the Wi-Fi interface

Found the primary Ethernet interface:eth0
[1679604734.435541][671:671] CHIP:DL: Failed to get WiFi interface
[1679604734.435584][671:671] CHIP:DL: Failed to reset WiFi statistic counts

Seems that the Wi-Fi connection can't be established, this happens very early in the logs and might affect the later stages.

Also, important to notice that the program gets stuck on

CHIP:BLE: No adapter available for new connection establishment

Immediately within the first milliseconds. Which makes me think that the error occurs very early, before CHIP Tool has time to even begin establishing any connections with the Matter device or OTBR.

Update 2: I now have also found this post https://www.kirale.com/support/kb/ip-connectivity-between-the-thread-network-and-the-lan-part-ii/ describing how you can ping the OTBR by its IPv6 Advertisement.

By entering this command in the picture below on ot-ctl from the Raspberry PI running the OTBR I could find the OTBR's IPv6 Address

I could then ping the OTBR:'s OMR address that is also described here https://openthread.io/codelabs/openthread-border-router#3 from the PC running the Matter Controller. See file below

So the PC running CHIP Tool can find and communicate with the OTBR via IPv6. So does that mean that the error cant be in OTBR either? I'm not sure exactly what OMR is or what this ping tells me. But the OTBR can communicate with the PC in some way at least.

Update: I tried to run another Matter application on another device, with Matter over Thread using CHIP Tool.

I used an nRF5340-DK that I flashed with the Matter Light Bulb Sample https://developer.nordicsemi.com/nRF_Connect_SDK/doc/latest/nrf/samples/matter/light_bulb/README.html and commissioned the device in the same way by finding its Discriminator and Pin Code with nRF Serial Terminal.

I pressed button 4 to enable BLE advertising over the nRF5340-DK and then ran the command using the same Thread Active Operational Dataset as last time. And I got the exact same response and error as last time. So surely the devices themselves is not the issue here.
