&lt;p&gt;Do you mean a Matter Controller and a Matter device on the same device? I guess this is not very common, even if it happens the device just has two separate roles.&lt;/p&gt;
&lt;p&gt;The connection between the two roles will still be IPv6 and BLE for commissioning. You can read about the following page to learn the details.&lt;/p&gt;

And simply forgot to update it here.&lt;br /&gt;&lt;br /&gt;The error &amp;quot;&lt;span&gt;CHIP:BLE: No adapter available for new connection establishment&amp;quot; was simply that. The fact that my Computer using WSL does not have access to the physical Bluetooth Adapter of the PC. And also running CHIP-tool on a Virtual Machine gave the same error. Because Virtualbox has a hard time to get access to the integrated Bluetooth adapter in the PC.&lt;br /&gt;&lt;br /&gt;I ended up running CHIP-tool on a regular Computer using Ubuntu - Linux. And using that PC&amp;#39;s Bluetooth Adapter directly worked.&lt;br /&gt;&lt;br /&gt;So the lesson here is that CHIP-tool should be run on a native Linux system, and not on some Virtual Machine or WSL.&lt;br /&gt;&lt;br /&gt;There are also other issues that can happen during the commissioning process. If you are connected to an Office Wi-Fi where certain ports or types of traffic is suspended, then CHIP-tool won&amp;#39;t be able to find the Thread Network.&lt;br /&gt;&lt;br /&gt;And that was the case for me. So I ended up hotspoting to my Phone and that worked, but it was very unstable. And if CHIP-tool loses connection to the Thread Network for just a second, then the entire thing breaks down and all devices need to be re-commissioned again.&lt;br /&gt;&lt;br /&gt;So I would recommend using a Home network that has no restrictions when running CHIP-tool. &lt;p&gt;Ok, did you go through the whole installation process with mobile phone wifi as the host? The issue is that the office network could block some library sources when you set up OTBR on RPI, so they are not installed.&lt;/p&gt;
&lt;p&gt;Another option is that you can test with commercial smart home hubs like Apple Homepod Mini, Google next hub and so on, many of them have started to support Matter devices.&lt;/p&gt;

&lt;p&gt;Also, important to notice that the program gets stuck on&lt;/p&gt;
&lt;p&gt;&lt;span style="font-family:&amp;#39;courier new&amp;#39;, courier;"&gt;CHIP:BLE: No adapter available for new connection establishment&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;Immediately within the first milliseconds. &lt;p&gt;I used an nRF5340-DK that I flashed with the Matter Light Bulb Sample &lt;a id="" href="https://developer.nordicsemi.com/nRF_Connect_SDK/doc/latest/nrf/samples/matter/light_bulb/README.html"&gt;https://developer.nordicsemi.com/nRF_Connect_SDK/doc/latest/nrf/samples/matter/light_bulb/README.html&lt;/a&gt;&amp;nbsp;and commissioned the device in the same way by finding its Discriminator and Pin Code with nRF Serial Terminal.&lt;/p&gt;
&lt;p&gt;I pressed button 4 to enable BLE advertising over the nRF5340-DK and then ran the command using the same Thread Active Operational Dataset as last time. And I got the exact same response and error as last time.
