The NAT is very common, and short timeouts for UDP as well.

I mentioned 1NCE, because there it's documented and you're able to setup a tunnel on your own.

For the most other providers it's hard to find specific information in the flood of their marketing information.

Is this specific to 1NCE or is it common that network operators have this timeout on the NAT?

For example, I also tried the iBASIS operator.

At least the 1NCE uses a internet breakout per default, which comes with a NAT. If that timesout your ip-route before the 60s, the ip-message from your server doesn't reach the device and is dropped by that NAT.

AFAIK, 1NCE offers to setup a vpn-tunnel, maybe you try that.
