I mean, when I disable stream save progress config (CONFIG_DFU_TARGET_STREAM_SAVE_PROGRESS=n) (of course after disabling I build, flash to the board and trigger a new fota event.) . FOTA never save the progress after rebooting, right? So, Fota is started always from the beginning of %0. which means my problem I explain in the question is solved easily. But this is the not solution for me, I need to save the progress and in case If I have a restart, I want fota to continue downloading progress where it left off. My problem was the progress stack in %100 when it was enabled. The issue seems because there is no mechanism to clear offset.

NCS version is 2.2.0 and 9160DK board.

based on the Asset tracker app v2. I tried to FOTA update. So I wanted to save the process by enabling CONFIG_DFU_TARGET_STREAM_SAVE_PROGRESS to continue downloading where I left off after restarting.

Which NCS version do you use? Which board do you use?

Could you provide more information about your application? What does your application do? Which sample is your application based on?

What happens if you remove CONFIG_DFU_TARGET_STREAM_SAVE_PROGRESS=y from your project configuration?
