But with the Nordic sample Zigbee Shell it is possible to select one of the roles (with the command "bdb role zc" respective "bdb role zr") before enabling the Zigbee stack ("bdb start"). So I think some support for selecting the role at start-up is there.

Can this behavior outside of the shell commands be replicated?

No, at least not in NCS. You need to set the role as a Kconfig option, and you can only set one of them. If you try to set both router and coordinator, then only CONFIG_ZIGBEE_ROLE_COORDINATOR will be enabled.
