&lt;p&gt;There is no way to change this number. Doing this amount of attaches within such a short time frame is considered &amp;quot;hammering&amp;quot; the network. &lt;p&gt;Correct, this doesn&amp;#39;t sound like the reset loop restriction. However, it is not the only feature to prevent unnecessary signalling in the network.&lt;/p&gt;
&lt;p&gt;There is also a limitation in how many connection attempts you can do do per hour: You can only do 30 connection requests per hour.&lt;/p&gt;
&lt;p&gt;However, that restriction does not track resets (as the modem cannot really know how long it was powered off), which is why you are able to connect again after a pin reset.&lt;/p&gt;
