There is no way to change this number. Doing this amount of attaches within such a short time frame is considered "hammering" the network. More details on why this is implemented is described here: RE: Cannot connect to LTE after trying to disconnect/reconnect 30 times

Correct, this doesn't sound like the reset loop restriction. However, it is not the only feature to prevent unnecessary signalling in the network.

There is also a limitation in how many connection attempts you can do do per hour: You can only do 30 connection requests per hour.

However, that restriction does not track resets (as the modem cannot really know how long it was powered off), which is why you are able to connect again after a pin reset.
