we are using NRF SDK 171.0

Hello,

I am not sure of the SDK you are working with. I assume you are working with our old nRF5 SDK then this old thread of my colleague points some of the samples which works with Just works BLE security.

In case of NCS, you can refer to this guide for BLE security and you can also refer to Bluetooth:peripheral HR sample.
