What to choose to that project - peripheral or central?

Just a beginners question. I've read about central, peripheral, client, server, but i am still not sure how to choose. I use nrf51822

I want to create a beacon that has two buttons called "1" and "2". If somebody is close to beacon, application on cellphone automatically resolves name of beacon, and acts depending if no button is pressed on beacon, button 1 is pressed or button 2 is pressed. There is no data sent from app to beacon - data is only read from beacon.

Possible multiple apps scanning nearby perimeter to get one or more beacons in area..

Should beacon be client, server, perpheral or central?

Just use the beacon example, and just update the manufacturer data that the beacon sends to contain which buttons have been pressed.

Please search the questions for examples of how to update the manufacturer data, as this has been discussed many times in these questions.
