Please see this nRF5 Getting Started page.

The newest SDK(Software Development Kit) for nRF51 series is SDK 12.3, and can be downloaded here.

You can find a Blinky Example in the following folder:

<SDK_InstallFolder>\examples\peripheral\blinky
