Android long connection time when wifi is off

I am having strange behavior with android application/nrf51 pair I am normally able to connect to my nrf51 device in a second or two with an android app. however when the wifi is turned off or not connected it takes up to 6 seconds to connect. Even though this might not be sure nrf51 and the firmware, i wanted to ask you if anyone experienced a similar behavior, as i could not find any clue elsewhere on the internet.

I experienced opposite issue with Nexus 7" 2013 tablet. When WiFi is enabled then BLE connection is not reliable, more difficult to connect and drops connection. It is known issue for my tablet.

Which version of Android are you using? Which SDK are you using? What phone are you using?

Samsung S7, Android 7 (API 24), i am running my application firmware over S130 softdevice and sdk used is 11.
