BLE is a reliable protocol so losing packets or receiving them in the wrong order should be handled by the link layer. However, as philips77 stated in the issue, the DFU library will set the Packet Receipt Notification to 1, i.e. requiring every packet to be acknowledged so this is equivalent to using write response.
