How to scan for other BLE devies when connected

I have an nrf51 dev board which i can currently connect to an android phone and read data from. I would like this board to be able to scan for other BLE devices and send data back to the phone. I'm lost as to where to start when it comes to scanning for other devices using my board. Is there a function I can call? I don't necessarily need all the capabilities of a BLE sniffer, all I wasn't is MAC Address, Name, and RSSI from surrounding devices that are advertising.

I don't believe that a peripheral/central multi-role functionality has been released on any Soft-Devices from Nordic.......yet ;)

You can use the https://github.com/NordicSemiconductor/nRF51-multi-role-conn-observer-advertiser, this should give you the information that you need. This uses the timeslot API and should provide you with a connection using the Softdevice API and an observer/scanner with the TimeSlot API

Whenever I try and use this, I get an error saying that there I don't have the files boards.h, and I'm not sure as to why. I have all the files from the SDK, is this some external library that I don't have access to? Or is there some special method to copying over the files and i am just doing it wrong.

It should be used with SDK6.0. If you are still having problems I suggest you add a new question and describe what hardware and software you are using, and what exactly what the error is.
