Do the BLE nRF5 models have an API to fix one channel for advertising?

We are trying to make it so that we can permanently make one channel on the BLE module only for advertising while having the other channels flexible for other needs.

Yes. In BLE only channels 37, 38, 39 are for adverts. You can turn off advertising on each of these channels in channel mask in ble_gap_adv_params_t

you can make it use one, or two or all three of the advertising channels for advertising using the method Wojtek describes below, however that doesn't give you flexibility using them for other purposes, so there may be no point at all actually doing it.
