Sorry, I missed your comment confirming the SDK version.
The peripheral UART sample is working fine for me on the board nrf54l15pdk/nrf54l15/cpuapp. I suspect the issue might be due to a bad installation of the SDK. While checking the screenshot, I noticed that NCS has been placed under a very lengthy folder path.
Please check the boards folder inside the SDK. Try uninstalling and reinstalling the SDK to see if that resolves the issue.
