my os:windows 8.1 64bit . I can not install nrf51_sdk_v4_3_0_27417.msi (system not support). nrf51_sdk_v5_1_0_36092 is only floder(not use install).

Today I did an update of the SDK from 5.0 to 5.1. After the installation the same problem occurred as described by bynce. I looked in the Keil folder for the Nodic Software Pack but it was not available. (C:\Keil\ARM\Pack)
I did what Ole Morten suggested, a reinstall of the SDK. Three options are available in the installation of the SDK, change, repair and remove. I used the option change and double checked if the "nRF Device Family Pack" was selected. After the installation my problem was solved! In C:\Keil\ARM\Pack the software pack of Nordic Semiconductor was added.

Your issue looks similar to this forum post:
So re-running the nRF SDK installer will load the Keil packs onto your machine. These packs include all the files and examples you will need.
Please note the pack wants to install to c:/Keil
Recent versions of the Keil tools have their default installation directory as c:/Keil_v5
If you install the packs, you will have these nRF51 device database entries in Keil.
