Problems with OUT reports on USB HID

I'm using the NRF52840 PDK version:

PCA10056

0.11.0

2018.3

With SDK version 15.2

I've been trying to develop an application based on the HID Generic example and am seeing some strange behaviours on the USB HID OUT endpoint.

I try to obtain the data in the APP_USBD_HID_USER_EVT_OUT_REPORT_READY event, at which point I use app_usbd_hid_generic_out_report_get to retrieve the data for processing in my main loop.

After more tracing and debugging, I've found that the hid_generic_ep_transfer_out handler is called when the OUT endpoint is busy.  When this happens the app_usbd_ep_transfer fails and app_usbd proceeds to stall the endpoint (in app_usbd_event_execute).

How can I avoid this situation?

I'm not sure where or how to upload zip files to you, but I will describe the command line utility (HIDTest).
Once you have the ble_app_blinky project built and connected to the system, you can run the ./list utility to get the device string that you need to provide HIDTest.
On my mac, I run HIDTest as follows:

./HIDTest USB_0000_0000_14100000_f1d0 -v -V

The -v and -V options will print the data that goes out and comes back.
The blinky app simply echos the message received over HID from the OUT endpoint to the IN endpoint.
However, a message can span multiple HID frames (there is a length parameter encoded in the first header).
The HIDTest.cc program loops about 10 times over a sequential byte message of length 130 bytes.  This has to span 3 HID frames.

Sometime a failure happens right away.  Sometimes you might have to run it a few dozen times.

You can of course change the looping to let it run until failure.
When a failure happens, the output stops and if you check the debugger output, you will see a log message like: "app: hid_generic OUT 17" which indicates BUSY.
