Using PCApp/MCP(v 3.10.0.14), How can "BLE_GAP_EVT_SEC_INFO_REQUEST" occur?

Or will not it occur?

If it occurs, please tell me how to do it.

The peripheral application will receive the BLE_GAP_EVT_SEC_INFO_REQUEST event from the SoftDevice when it receives an encryption request from the central. See this.

Yes, if you have bonded pressing the Encrypt should send an encryption request to the peripheral, and it should receive BLE_GAP_EVT_SEC_INFO_REQUEST.
