PPK won't output over 2.2V on nRF52832 Preview DK

Hi, No matter what I adjust, I can't get the PPK to output over 2.2V. I happen to be using an older nRF52 preview DK (figured it'd be a good use for that board now that it's a bit useless), so I'm only using that for communications with the PPK. I am planning on using it to measure an external board, and power it with the onboard regulator (actually, I'm going to use another nRF52 DK with an external input so I can measure current consumption at different voltages).

I'm using the "Current measurements on a custom hardware with nRF5x DK" configuration - SW2 is "External", SW4 is "REG", and SW3 is in the "DK" position.

Unfortunately, no matter what I do in software, I can't get the output to drop below 2.2V (I thought it should go down to 1.8V - or at least 1.85V in the SW interface). Higher voltages appear to work fine (if I set 2.8, I get 2.8V, but it bottoms out at 2.2V) Additionally, I'm having trouble getting readings that don't occasionally jump around to crazy numbers, though I have not yet gotten to put a good calibration load on yet. I'll try this with an external supply tomorrow to see if that changes something, but could there be something off with my board or configuration for using the internal regulator, or does the board not actually support 1.8V out?
