Flasher and debugger for nRF51822

Does the following flasher also allow to debug the nRF51822 device? Segger Flasher Portable If not... which flasher/debugger is suitable to be used during development and production stages?

Recommend to use the J-link tools for development, but if you're also going to use it towards production the recommendation would be to use the Segger Flasher.
