Yes and no. Yes, you can flash your code using eclipse debug (OpenOCD + GDB) No, Softdevice is required (BLE stack). This must be flashed outside of Eclipse. Is done once only, unless you erase it. Both Jlink & IDAP-Link has commandline flashing tools

Do you have any programmer/debugger? You need a programmer that support SWD. We recommend Segger programmers. If you buy a nRF51-DK, you can use the on-board Segger J-link programmer that is on the board.
