With the nRF52840 S140 SDK 13, does BLE encryption use the Cryptocell?
No, the encryption of the BLE link is handled by the AES CCM peripheral, see this link. The CryptoCell is intended to be used by the application to add additional security on-top of the built in BLE encryption.
