No command complete event received

I got this error when programming the Development Dongle. The dongle is recognized in the
Master Control Panel as a COM4 - xxxx, and when is connected a green led and blue led are ON

Firmware: MEFW nRF51822 0.10.0 UART baud rate: 1000000 bps

I have got this error a few times, it usually helps to restart MCP and/or replug the dongle. I also recommend you to update to the latest version of MCP (3.7.1).

I've just updated to the version 3.7.1, restart MCP and/or replug the dongle several times but the problem remains

What model is the dongle? PCA10000 or PCA10031? What version is it? Please edit your question to include the information.

Can you find it in nRFgo Studio? Can you try to erase it and flasht the firmware again? Could you also take screenshots of the process? I haven't heard about this before.
