What happens if two masters scan the same channel and try to connect with the peripheral at the same time. And second question - what if one of that masters will be on the whitelist? If peripheral rejects the connection request from master outside the whitelist, will it block the connection for the master from the whitelist?

When you have 2 radio packets sending at the same time on same channel, you will have radio interference, and most likely both of the masters can't connect to the peripheral.
