Apologies for the late response. I have heard back from them. This is their response:
"Answer to both of those questions is "yes, that is supported".
There can be some limitations on NB-IoT when some mobile network operators say that TCP should not be used with NB-IoT connections. These SIM remote provisioning downloads usually happen over TCP connection. In principle TCP works also on NB-IoT bearer and we certainly support that, but challenge is that long delays with NB-connections can cause problems for TCP traffic."
So from the modem FW point of view, it should be possible. Is it via SMS from NW side?
