Can one actually debug with an nrf9160DK? Or is it printf debugging with a terminal or RTT? In VS Code, I can get my nrf9160DK to show up as a Connected Device.

Sure, just like all the other DKs.
In VS Code, I can get my nrf9160DK to show up as a Connected Device.
I assume you mean you can not? If so, that is odd. Are you powering it from J6? Is switch SW10 set to 91? Is it turned on? Could you try changing the cable and USB port on your computer and see if that helps?
