Matter device fails to pair a second ecosystem

I am trying to pair another ecosystem after being paired with the Home app. The third party ecosystem here is the chip-tool from the matter SDK.

I can reproduce the issue following these steps:

1. Pair with Apple Home app.
2. In accessory settings in Home app, open pairing mode to obtain pairing code.
3. Pair accessory with Chip-Tool using the following command: “./chip-tool pairing code 1234 <Home App generated Pairing Code>”
4. Chip tool fails pairing at the “SendComplete” step.

I wonder if there is some configuration that is limiting the number of pairing systems.

This could be very possible, yes. You need the Administrator Commissioning Cluster on your node to enable it to be commissioned into more than one ecosystem. This feature is documented here.
