nRF Command Line Tools RPM for x86_64 is configured for ARM64 architecture

Hello,

Versions 10.22.1 and 10.23.0 of nRF Command Line Tools have broken RPM packages for x86_64. While the contents of the RPM package appear to be x86_64 binaries when I query them, the dependencies are for ARM64 which makes installation impossible.

It seems that the tarball downloads have also been mislabeled as for ARM64, though their contents are x86_64 binaries. EDIT: After further inspection, the tarball contents are in fact ARM64 binaries as well.

I suggest that the process generating these packages be audited for correctness, as I do not thing that 2 releases in a row could have been manual upload mistakes.

EDIT: The tarball offering has been broken since 10.22.0.
