Clear BLE service cache from app?

I know about the service changed flag to tell a phone to perform a clean service discovery. However, we have some devices on the field that does not have this implemented.

Is it at all possible from an app on iOS (and potentially Android) to tell the phone to clear it's cache? (except for manually rebooting the phone)

I'm afraid it's not possible to clear the device's service discovery cache from an app or similar.

You can go to the phone settings -> bluetooth  -> turn bluetooth off and then on. 
This will clear the cache. Note that you can not do this from the control center. That will only stop the device from advertising. You have to do this from the phone settings page.
